Top End Two Ways Services Inc (TETWS) is an Indigenous governed and led organisation based in the Top End, working alongside communities to support strong, healthy, and self-determined futures. Grounded in First Nations leadership, cultural knowledge, and two-ways learning, TETWS operates with accountability to the communities it serves.

Who We Are

It is enshrined in the Constitution of Top End Two Ways Services Inc that the organisation is led by an Indigenous Chairperson and that the Governance Committee comprises a minimum of 51% Indigenous members. This foundational commitment ensures that First Nations voices, perspectives, and self-determination are central to decision-making processes.

As of June 2025, the Board reflects this commitment in practice, with 80% First Nations representation, reinforcing accountability to the communities TETWS serves.

The blue symbolises the vital role water plays in the lives of our communities.

The ochre honours deep connections to the earth and the land.

The Dragonfly

The dragonfly represents transformation, self-discovery, and flexibility through its life cycle. Born in water as a larva, it grows wings, leaves the water, and takes to the sky.

In the Top End, the dragonfly heralds the changing of the seasons and represents hope and infinite possibilities.

At Top End Two Ways Services Inc, the dragonfly symbol inspires transformation and hope, encouraging individuals and communities to recognise their potential and the possibilities ahead.

Top End Two Ways Services Inc upholds the principle that First Nations people are fairly and consistently remunerated for sharing cultural knowledge and participating in stewardship activities, including Welcome to Country, cultural performances, artistic contributions, cultural advice, facilitation, and mentorship

Indigenous Cultural and Intellectual Property

Indigenous Cultural and Intellectual Property refers to the rights of Aboriginal and Torres Strait Islander peoples to protect and control their cultural heritage.

Indigenous Knowledge Systems

Indigenous knowledge systems are place-based, intergenerational, dynamic, and holistic, integrating environmental, social, spiritual, and scientific knowledge

Legal Context

These rights are recognised under Article 31(1) of the United Nations Declaration on the Rights of Indigenous Peoples, endorsed by Australia in 2009.
